Rafael Baptista is the Senior Strategic Planning and Performance Analyst for the City of Raleigh. Rafael is passionate and experienced in developing and implementing local government innovation programs. Rafael is also experienced in organizational strategic planning and performance measurement and management.
In addition to his work in Durham, he proudly serves on the Engaging Local Government Leaders (ELGL) management team. ELGL is dedicated to developing the next generation of local government professionals. He also serves as the President for the Durham Jaycees and as a Disaster Action Team Supervisor for the American Red Cross.
He has successfully competed at the national and international levels of collegiate debate. Highlights include two trips to the elimination rounds of national collegiate debate championships, winning one of the largest debate tournaments in China, and participating in the America's Cup Debate Showcase of the Top 16 teams in the United States.
