Bio

The Honorable Walt Blackman is a combat veteran and former Arizona House of Representatives member. With his

election win, Walt was the first Republican African American in the history of Arizona elected to the Arizona House of Representatives. Walt is a constitutional scholar who served as Chairman of the Judiciary committee.

Legislative Career:

During Walt's Time in elected office, Walt served on several committees. Chairman of Judiciary, Chairman of the Criminal Justice Reform, Vice Chairmen of the State and International Affairs and Regulatory Affairs committees. In 2019, Governor Dough Ducey appointed Walt as the Education Commissioner and education of States.

Walt is a public policymaker and a combat veteran with two decades of operational and military leadership in the military. Walt served his country with distinction and honor throughout his career.

Military Career:

Walt earned several military awards while serving his country, the Bronze Star Medal for combat actions in Iraq and the Meritorious Service Medal for 21 years of honorable active-duty service.

Post-Military:

After his retirement in 2016, Walt founded and is President & CEO of WB Mediation and Consulting Services.

Speaking Experience:

Walt has spoken at over 350 events throughout Arizona and the country, with audience sizes from 100 to 5,000, this past year in 2022. Mr. Blackman has extensive experience speaking to large crowds on leadership, motivational topics, critical thinking, company growth, public policy, election security, and veteran issues.

Additionally, Walt has a wide range of experience doing workshops on motivational leadership at symposiums for high school students, university students, and Arizona House and Senate members.

Recognitions:

The Freshmen Rookie of the year in the 54th Legislative Session, 2019 Legislator of the Year, Best of the Best at the Capitol, and 2020 Best Political Rising Star.

Literary Work:

Walt is writing a book,' A Soldiers' Promise my 17 Days in Fallujah, Iraq, which is due to be released in late March 2023. A Soldier's Promise is a story about the fight for Fallujah, told through the eyes of one man who was there during the Iraq war. It is not just a story about fighting in Iraq but about leadership, sacrifice, personal courage, and integrity.

The book explores what it means to be an American soldier at war and at home. It asks questions: What does it mean to be an American? How do we live up to our ideals? And how can we make sure that all Americans share those ideals?

Criminal Justice Reform in Arizona

I was elected to the Arizona House of Representatives on a promise that I would fight for individual liberty and accountability. These are values that I hold dear as a Republican, and I ran for office because I want to make sure that our laws reflect them.
These values are also what led me to sponsor House Bill 2270, legislation that would allow people to earn their way home from prison if they participate in programs that improve their chances of success once released.
Today, Arizona provides few opportunities for people in prison to turn their lives around. Our state is one of only three that makes people serve 85 percent or more of their sentence, even if they maintain good behavior and participate in programs that reduce their risk to commit another crime. Research has shown that providing people with an incentive to work on their job skills, parenting, and substance abuse or mental health issues dramatically improves their chances of success.

After The Assault: Assisting Victims Recover From a Sexual Assault

The trauma of being raped or sexually assaulted can be shattering, leaving you feeling scared, ashamed, and alone or plagued by nightmares, flashbacks, and other unpleasant memories. However, no matter how bad you feel right now, it is important to remember that you were not to blame for what happened and you can regain your sense of safety and trust. Recovering from sexual trauma takes time, and the healing process can be painful. However, with the right strategies and support, you can move past the shock, rebuild your sense of control and self-worth, and even come out the other side feeling stronger and more resilient.

To intervene or not to intervene, that is the question. Bystanders need to be able to recognize sexual harassment or assault when it is happening. A significant proportion of the population adheres to a range of problematic beliefs and stereotypes about sexual violence and violence against women, so it is questionable whether many people recognize incidents of sexual harassment or assault when they occur.

Building Successful Sexual Assault Response Teams (SART)

Further methodologically rigorous research is needed to understand these interventions more fully. Implications for policy, training, and future research are discussed. Sexual violence can influence many aspects of a survivor's life, including safety, health, family, work situations, and finances. These challenges often lead to severe personal and legal questions. To receive necessary assistance, victims often must navigate a maze of governmental and community agencies.

Diversity encompasses complex differences and similarities in perspectives, identities, and points of view among members of an institution as well as among individuals who make up the broader community. These differences are essential to understanding, but they cannot be used to predict an individual’s values, choices or responses.

​Preventing Sexual Assaults On Collge Campus

Why is a sexual assault on college campuses so familiar? Sexual assault happens everywhere and to women and men of all ages. However, it is common on college campuses, and, among adults, sexual assault occurs most often to traditionally college-age women (18–24). Colleges that get federal funding are required to report sexual assault publicly. Campus sexual assault usually involves alcohol and drugs. One study found that 15% of young women experienced incapacitated rape during their first year of college.

A focus on strengthening community leaders’ capacity for representing particular groups’ interests, and resource allocation with particular emphasis on gender equality and non-discrimination.

During the time of the Miller ruling, 28 states had mandatory juvenile life without parole sentences that were in conflict with the Supreme Court ruling. In the four years since Miller, 14 of those original 28 states have enacted laws to be in compliance with federal law.

The Juvenile Justice and Delinquency Prevention Act of 1974, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled.
