Bio

Matt Philpott is Executive Director of Technology at NHS England, where he leads national digital and infrastructure programmes critical to the safe and effective delivery of healthcare. With over 25 years’ experience across public and private sectors—including seven years as a Senior Civil Servant at the UK Home Office—Matt brings deep expertise in IT operations, crisis leadership, and large-scale transformation.

He holds an MA from the University of Portsmouth and is a Fellow of the RSA (FRSA), Chartered Manager and Fellow of the CMI (CMgr FCMI), Chartered IT Professional and Fellow of BCS (FBCS CITP), Fellow of the IET (FIET), and a Leading Practitioner with FEDIP (LFedIP).

Matt also volunteers as National Digital Advisor for St John Ambulance. As a speaker, he offers practical, grounded insight into digital public service delivery, operational resilience, and leading with purpose at scale.

How CPR saves lives and IT incidents // 30/45/60 minutes

Mixed in with some mind-bending tricks and insight into your brain we look at how the approach to saving lives with CPR can give us an insight to how we run incidents or work with teams to solve problems. There are 5 things we need to consider when trying to get the best out of our any team, either as a leader or team member. We take a look at each of them and how knowing about it can change the way you manage an incident and save a life.

Cyber Simulator // 60 minutes

Cyber Simulator allows participants to take on the role of the senior leadership in the IT function of the Department of Monetary Affairs. It is designed to follow the 7 stages of the cyber kill chain developed by Lockheed Martin and brings in research by the US Department of Homeland Security, various cyber specialist incident companies and real-life public examples.

At each stage various aspects of a building cyber issue are exposed, allowing the participants to vote on decisions that need to be made. The decisions are made under a time limit of a few minutes via slido and decide what actions are taken, and the repercussions as a result. Culminating in a full-blown ransomware attack the participants must make some tough decisions that ultimately could result in them losing their job, or the departments data.

The outcome, other than high blood pressure and a raised heart rate, is to put a real-life example of a cyber incident against a known kill chain approach.

How to survive a Major IT Outage: Learning from real world disasters // 30/60 minutes

Explore strategies for enhancing management during major IT incidents. Learn to establish clear roles and effective triage strategies, akin to managing large scale medical incidents. Gain practical insights into prioritising and resolving issues swiftly and effectively. Whether you're a team leader or involved in incident response, acquire the skills needed to improve survival outcomes in IT emergencies.
