Gregory Barker, Lord Barker of Battle, is a British business leader and former government minister with over two decades of experience driving forward clean energy policy and sustainable investment across the public and private sectors.
Today, Lord Barker is Chair of The Electric Vehicle Network (EVN), the UK’s leading EV fast-charging infrastructure company, and Chair of the Advisory Board at Powerhive, a pioneering provider of clean energy and e-mobility solutions in sub-Saharan Africa. He also serves on the board of the Clean Growth Leadership Network, Glassview, and ME Group International.
From 2017 to 2022, Lord Barker served as Executive Chairman of London-listed En+ Group, overseeing its transformation into the world’s largest producer of low-carbon aluminium. Under his leadership, En+ raised over $2 billion through its IPO and became a global leader in industrial decarbonisation, committing to net zero emissions by 2050.
Previously, he played an instrumental role in building and advising high-growth renewable energy ventures across Europe, Latin America, and Africa. These include Quercus Renewable Energy (AUM €250M), Mexico-based solar firm Ilios (successfully acquired by Tesla), and Lightsource (now Lightsource BP), Europe’s largest solar company.
Prior to entering the private sector, Lord Barker spent 14 years in the UK Parliament as MP for Bexhill & Battle, where he earned recognition as the UK’s longest-serving Climate Change Minister. From 2010 to 2014, as Minister of State for Energy & Climate Change, he led a wave of clean energy reforms, including the launch of the UK’s Renewable Heat Incentive (RHI), expansion of domestic energy efficiency programs, and founding of the UK Green Investment Bank. He also played a central role in international climate negotiations and initiated the Capital Markets Climate Initiative to mobilize private climate finance in developing economies.
Lord Barker’s unique ability to bridge government policy and business strategy has made him a trusted advisor in energy transition, corporate ESG, and sustainable growth. He has chaired the London Sustainable Development Commission, co-chaired the World Bank’s Carbon Pricing Leadership Coalition (2020–2022), and served as a trustee for major environmental NGOs including the Environmental Defense Fund and the Climate Group. He is also a longstanding participant in the Energy Transition Forum, a private forum for global energy leaders to shape a low-carbon future through candid dialogue.
