Dr. Elizabeth A. Carter is a Project Manager at Wabtec Corporation through her contract engagement with TEKsystems, a leading provider of talent solutions and IT services. Within Wabtec’s Global HR Operations, she leads high-impact strategic initiatives that enhance enterprise-wide employee experience and drive operational efficiency. Her current portfolio includes spearheading a Canadian HR enhancement project, overseeing a global benefits automation and compliance initiative, managing the HR integration of a full-country acquisition, and building a scalable global HR change management framework. This engagement reflects Dr. Carter’s expanding leadership footprint into the global market, building on her extensive background in national project management and enterprise transformation.
Before joining Wabtec, Dr. Carter served as the Education Program Manager for Invest, a non-profit under the Independent Insurance Agents and Brokers of America. There, she led the full lifecycle of educational initiatives, from developing a teacher engagement process and student-focused social media campaigns to integrating structured learning tools that increased student interest in insurance careers and improved program effectiveness.
Dr. Carter is also a sought-after speaker, trainer, best-selling author, and career mobility coach. With over 25 years in corporate finance, she blends deep financial acumen with a passion for education and leadership development. She has led strategic efforts in financial analysis, performance improvement, and talent development across both for-profit and non-profit organizations.
In 2016, she founded AAPPEAL, LLC, a leadership development firm focused on helping ambitious professionals become more appealing—visible, valued, and promotable—within their organizations. The name AAPPEAL reflects her Absolute Passion for Performance, Engagement, Analytics, and Leadership. Through her coaching and resources, Dr. Carter works to “break the eight percent”—a mission to increase the number of Black and African Americans in management roles.
Dr. Carter holds a PhD in Education specializing in Training and Performance Improvement from Capella University, along with a MS in Education, an MBA in Management, and a BBA in Marketing. She is also a Chartered Property Casualty Underwriter (CPCU) and a Distinguished Toastmaster (DTM).
